Not sure of the name but I am currently working on a Mariners Compass quilt and believe it or not - that looks like it goes together in the same basic way.

It looks like a very elaborate PinWheel block. I haven't been able to find one with 16 blades, best I could find was 12

How are you at paper piecing?

I'm no wizard at pattern design, but I gave it a shot. Maybe someone much more experienced can improve on the design.

Any how, here's my interpretation of the quilt block (four of these would make the pinwheel):
