I made 2 bowl Cozzies from a fat quarter. I washed one of them and it puckered up like the fabric shrank. I’ve heart you don’t wash pre-cuts. Does that also apply to fat quarters. Should I have pre-washed the fat quarter?

I have washed fat quarters. If you do you will have some raveling and probably shrinkage.
It is possible your batting shrunk as well as the cotton fabric.
Personally, I never pre-wash FQs.
Try NOT washing in hot water....
TRUTH is seldom appreciated, unless you happen to agree with it. When you don't agree, you just call it rude.
I do not wash precuts, including fat quarters. You have to make bowl cozies out of cotton and cotton does shrink more or less depending on how you wash it.. Hopefully the puckering adds charm and doesn't detract from the usefulness of the cozie.
May I ask where you purchased the fat quarter? Sometimes the fat quarters at discount stores are a really loose weave and shrink a lot. But if you purchased them from a place like Missouri Star, shrinkage should be minimal.

The cozies will shrink some what, but they fit my bowls better after I washed them.
