That looks like a very special QOV. I suggest doing a SITD around the outside and inside of the red border that goes around the center eagle square and the red identification rectangle under the center eagle square. This SITD will give a lot of stability in the center of your quilt as you manipulate it through your machine. Then pick your favorite overall design to use on the center eagle square and the identification rectangle. Then pick a different allover design for the areas outside the center eagle square and the identification rectangle. You could even do parallel straight lines for the outside areas if you want. Men seem to like geometric designs like straight lines. Loops and stars would also be a good choice. Using two different motifs will really make this quilt extra special.

I agree! It's a beautiful QOV and stitch in the ditch is an excellent idea. I would suggest practicing with paper and pencil on making stars until you can easily make them in whatever direction you are going. You might also want to think about outlining the eagle. I have found that it's easier to do outline quilting using my open toe applique foot instead of the walking foot and just taking your time going around the eagle.
No matter what you decide, he will love it because you made it for him.

So far you have produced an ooutstanding work of art. Whatever you decide will be fabulous because you are such a creative person. I have tried doing stars and I really hated the act of making them and I didn't like the overall look of them when I finished. That being said, perhaps if you made them larger and echoed them they would be alright. If I could sew a straight line, I might consider doing a double straight line every 4 or 5 inches all over except for the center part that I might Just outline the starts and the eagle.

I like Terry's idea of outlining the stars! You could also underline the words. If you outline the stars and eagle and underline the words that should be enough quilting for the panel.

Thank you all for the compliments and the suggestions.
I will "play" with it in my mind and share the finished product when it happens. I will say, SITD takes me quite a bit of time. So it might be awhile. lol But I just LOVE your suggestions. Gives me new ideas and options!
