    How big do I make my HSTs so I can end up w/ an 11-inch pinwheel block?

    That would depend on what method you are using to make your HST's. I tend to make mine larger then trim down to the correct size.

    I'd do as Astatoo does and cut my initial squares at 6 1/2 inches and then trim each HST to 6 inches. I prefer the resulting better accuracy than if I had just cut the initial squares the recommended 6 3/8 inch.
