The panel has 8 pictures, 2 x 4, and measures 24" x WoF. I am guessing each framed square is approx 8". I noticed that each picture has a strip on top or bottom, and guessing that measures 2.5" x 8". I also see that it takes 4 strips to make up the height of the framed pic.
This us a real pretty quilt and could be done with a large print for the pictures. I have a Santa print that is pretty big Santas...will be following this, in hopes that my smart Sewing Sisters can get this figured out.

It appears to be blocks that are made to the size of rectangle bricks with strip sets the same width as the pictoral fabric.

And it also looks to me that there are 2.5" x 4" strip sets running up and down on the sides of each picture....getting closer to figuring this block out.

this is the panel of blocks. each block is 8" to border, and each border is 1/2" . so to the brown is 10"

I saw that too, but thought I was trying to make it harder than I need to

the strip sets look like they would have to be organized off center. Does that make sense??

How about this - it would have 16" blocks and sashing. I used Karen's pic and drew the red lines. My OCD needs to have squares.

Now that I'm looking at it, it ends up 14 x 16. Sorry about that.

This is the best I can come up with. Try building by making blocks. Depending on which side the photo is on, the construction would be a bit different.
This is also how I would do it. Kind of similar to some of the turning twenty blocks you build around the main block different as Karen has said depending where the main one is located. This gives it , its randomness.

Thinking out loud, but I still see each column separated by 2.5" x 4.5" (2x4 finished) strips. I also see each picture with top or bottom having 8" strip.
I wish I could figure out how to draw the lines like deegles did, and for some reason I can't add the picture I chopped up.
I think one block, as an example, is the lower left corner and goes from the lower left corner to the top right corner of the 8" square picture block.
I think the horizontal blocks are made up of strip sets that measure 8" + 6" put with strip sets that measure 4" + 6" + 4". The block to the side of each picture is made up of strip sets that are 4" + 5", sewn to strip that is 2" + 4" + 2", and sewn to strip that is 4" + 4".
Clear as mud? I don't think I can repeat this...hahaha...should be on the computer for this and not my phone...

tomorrow I will start cutting some strips and see what I come up with. Thanks everyone. I don't think I can do it with strip sets, but will have to make different length "logs" and create blocks
