Default is it finished? or does it need more?

Received this donated quilt (not from a forum member) for the Shriners Quilt raffle and I don't know if its finished or if it needs backed and quilted. It has even fringe on all the seams on one side and finished seams on the other. Click image for larger version.

Looks finished to me - it's a rag quilt. I would let whoever gets this one to wash it by itself for a few times in case the strings keep coming off more. The lint trap on their dryer will fill up pretty quick.

Looks like a rag quilt to me. I'd say it's finished unless you feel it needs a bit of quilting inside each square.

thank you all so much. I thought maybe it was finished but didn't really know and didn't want to be embarrassed is someone asked me a question about it. So "rag quilt" it is.
