    I just had this same problem. Had a quilt hand quilted with the scallops marked. I started to attaché the binding and it was more difficult with all the fabric still there. I did a stay stitch around the scallops and then trimmed them close to the stay stitching. That way the scallops are more stabile. Then I attached the bias binding and no problem. Now to stitch it down on the back and it is done. That is just my take on it.
