Our church family is making a quilt for a dear lady who has fought valiantly through breast cancer. We have all made "heart" blocks and signed them. She has 2 grandchildren who are babies and we've made blocks for them, thinking we could put their footprints on the blocks in lieu of a signature. Does anyone know of a permanent ink that we could use for this that would wash off the babies' feet?

Permanent and washed off is sort of a contradiction. I can't say that I know of any inks that you might be able to use. Acrylic paint might be an option if you didn't make it too thick.K is for Karen 😊​ Albuquerque, NM..................

I realize you've already made the blocks, but my suggestion would be to redo the blocks, and instead of perm ink onto baby's feet, use washable ink, press feet to paper, and then copy onto that special fabric that can be put thru a copier/printer, and use that in the blocks.
