I have a feeling that any cotton flannel you buy would fray and fuzz. I have never worked with wool flannel, but perhaps someone on here would have some information on it. Or a felted wool??

Fleece works really well. I made a girls poncho and knoted the ends. It came out really cute.

If you google wool flanel plenty comes up. I saw one that was $20 per yard.

Since your not getting many answers can I suggest an idea. This is a quilting forum, how about trying a sewing forum? I hope you find what your looking for.
