It has been washed with a solution to strip other processing chemicals off of the fibers. I think some use soda ash or something non-detergent. If you don't prewash the cotton to be dyed, and strip all of that away, it won't pull up the dye evenly. They are just helping you out by taking care of that step.
It won't really made a difference if you are just using it as white.
