Twin size comforter or blanket?

First off a comforter is not the same thing as a bedspread.

Twin bedspread size (standard 21" drop) = 81' x 106"

Twin Quilt Size = 63" x 87"

Twin Comforter Size = 69" x 90"
ht be.

I know a bedspread and a comforter are different. I just didn't know if the term "quilt" was considered a "comforter" or "blanket" when actually making the quilt. I want the comforter size (as the spread, instead of the spread..) and then add a dust ruffle. But I also want to make a quilt for a blanket on the same bed.

I have seen that link you send, and it confused me...
Under Bedding Measurements it says for a twin comforter it is 69x90. But when I go over to the Basic Bedding Size Chart, it is for Queen size only, so I didnt know the number of blocks/charms etc..for a twin anything.
