I, personally would cut the blocks apart, put a 1 1/2" border around each block and then alternate them with either a plain coloured block or a pinwheel block to get your size. You would still have to add a border, but atleast it would be the size you are looking for. I did a panel quilt for a girlfriend's baby shower and attached is the photo.
