This explains all the cuts here. You'd have to calculate how much of each you'd need for a quilt, it would depend on the size of the quilt though. It's best to find a pattern you like using jelly rolls or charm squares, and then in the instructions it would tell you how much you need of each one.

Fat Quarters are fabric cuts that are 18x22 inches - there may be one or several in a package and it will usually tell you how many pieces of fabric are included
Jelly rolls are 2 1/2 inch strips, width of fabric (WOF - usually 42 to 44 inches) - there may be as few at 26 strips but usually around 42 or so - they are labeled. They usually are all one fabric line in different colorways and would include the coordinating prints by a single designer.
Double stacks???? - someone step up and help me out.
Charm packs are 5x5 inch squares, similar in count and description as jelly rolls.
There are also dessert rolls, layer cakes (10x10 inches), turnovers (triangles) . . . Look at the Moda site I showed above.
That site will give you guidelines for quilt sizes and an approximation of how many packages of a certain cut it would take to make a quilt.

Never heard of double and single stacks, but with the 2 links above all your questions should be answered. Your lucky you don't have to recalculate to the metric system as I do.
