i'm not positive, but i've always seen it as being sold retail.. so many places carry it on the web... and i'm thinking only the better quilt shops (not big box stores) carry it...Amazon does have it,, but FatQuarterShop and Fabric Depot have one of the larger selections... of course MSQC has one of the best selections and price points anywhere... i'm very partial to them...
