Sewing Question

Thank you for your input. I tried it both ways and ended up pulling the elastic thread. Then it is sewn onto the little t-shirt with the elastic thread in the bobbin. I love the way it came out. I will be adding a little bow or yo yo or flower to the neckline for a little more detail.
