I am brand new here and was browsing...I came across this brilliant idea/tutorial on using machine embroidery to quilt.(Which I do...but have never seen done this way)

Question: In the 3rd picture Rebecca uses clips to hold the fabric onto the hoop, but no top hoop is placed. Is that correct? I've never seen this done. I actually got clips with my hoop but didn't know what they were for.
