I have made several baby quilts using 1 layer flannel as batting, and 1 layer flannel as backing, with a pieced cotton top. Makes a light weight quilt, but still warm and snuggly. I didn't prewash the cotton, but I washed and machine dried the flannel. I don't know if using cotton and flannel together on the top would lay right. Maybe someone here can tell you from experience. A lot depends on the quality of the flannel, I would think.

Do you mean both flannel and quilting cotton pieced together in the top? I'd say no. But if you mean flannel on the back, absolutely.

I have mixed cotton and flannel in piecing a top and didn't wash either with no problems. The flannel was a good quality flannel and my blocks were small (6 & 8 inch).

I pieced a baby quilt with cheap flannel and cotton. There was a good pit of stretch because I did half square triangles. It was a challenge but turned out sweet. I actually used dog fabrics and made it for my dog
. I would not hesitate using good quality flannel and cotton. I don't think I would pre-wash.
