Hello, does anyone know how large a yo-yo can be made?

I am working on mystery yo-yo project. The hope is that it will be 20"- 24" high the yo-yo at the very bottom will be around 12" when done to the smallest being 3". Yo-Yo's will start off large then decrease in size ever 5 or 6
Yo-Yo's, kind of like a Christmas tree or angel

Any suggestion will help greatly.
