Hi Monique: A scant 1/4" is just less than the real 1/4". They say to do this because when you press your seam, the fold actually eats into the correct size of your block, just a tiny bit. Sewing just under the 1/4" compensates for this. The more seams in a block the smaller the completed block becomes unless you compensate.

I always see it as sew to the outside of the line instead of ON the line. (Outside being the edge of the fabric - so you would be making a smaller seam)
