I guess you could scale it down by using 2 1/2 squares and 1 1/4 strips, but the easier way would be to just make fewer blocks!!

Yes... I think so. One of our members here did just that. She does it almost every time a tutorial comes out, she tries it in smaller sizes.
But, if she did it with Layer Cakes and cutting into thirds makes small pieces, how very small with your pieces be if you use a charm pack? You might try using 9, 8, 7 inch squares to experiment. That is my best advice... "Experiment". LOL.

I'm getting ready to do this chopped block for a baby quilt but I'm going with the 9.5 unfinished block so all I need is the 4 across and 6 down for a total of 24 blocks! Can't wait to get it finished! Love the tutorial on it.

what size block are you going to use for the center? the tute shows a 5" (charm) block. Are your going to use the 2 1/2 strips or
something smaller?

The smallest for the middle square would be 1 1/2", but then you'd end up with the middle being only 1/4", so the whole thing would be extremely nibbly and you'd have to be crazy accurate! I've just finished a similar block with a 2 1/2" middle square, that worked out pretty well. You end up with the middle piece being 3/4" (after sewing it's 2", after cutting into 4 it's 1", then resewn on two sides = 3/4").
I'm going to do a 4 1/2 center block and 2 1/2 strips NormaBeth. I think the tute took the charm block and cut it down to 4 1/2. I going to cut from yardage instead.
I ended up scaling the center block down to 4" and the strips I kept at 2 1/2, ending up with a 10" unfinished. Alot of up and down with the block because of the need to trim and press. I also discovered if scaled down even more, the block itself before chopping would make a very pretty quilt, which I think I will try in a future project.
I almost always just use fewer blocks.... That 's the easy way...
