It looks like an adaptation of a wedding ring to me. The arches and footballs are very wedding ringish.

Just saw it on AOL images. Called Mariners Compass.
Other names include "Caesar's Crown", "Grecian Star", and "Whirling Wheel".
There is a picture just like it of a vintage quilt.
Did more research, lots of blocks, most are called Caesars Star.

It looks just like that Caesars crown. I took a visitor from Germany quilt shop hopping last Saturday and saw the most amazing mariners compass. It was just one large compass on the whole quilt in the most mesmerizing blues. So stunning. It looked different from this quilt given this quilt is beautiful too!
