HI- I have made those quilts before as baby shower gifts. I think they call them puff quilts or biscuits. I am not sure where my directions are for those. Haven't made one in quite some time. I do know that you can get a brochure for them on Ebay - type in biscuit quilt or puff quilt and they come up!
All I can remember from this quilt pattern is that they are basically little pockets that you stuff with fiberfill and then stitch up the opening. Not sure if I can find the directions.

My sister in MI makes these and while I am up there next week I am for sure gonna pick her brain and find out how she does them. I too think they are sewwww cool!
my mom made one of those years ago, unfortunately I never asked her how to make them...I can pray for an email from heaven
but I don't think I will get one.

I wonder...why couldn't you sew your blocks together, then use that extra puffy quilt batting in the "sandwich" and then stitch in the ditch to get the puffy look? Worth trying I suppose.
