Trapunto is so very interesting. Are there any hand trapunto stitchers in the house?

Is the above photo trapunto? I found it on Pinterest and had to re-pin. Stunning!

Is the technique like DWR, as in stay away from this because you're a neophyte. Or, is it something I can readily aspire to?
