A short quarter?
I expect a fat quarter to measure 18" (half a yard) x 22" (half the WOF). I get a bit huffy at the 20" listed on some of them.

Personally, I have become spoiled by M*. When I buy pre-cuts I go here. They have done all of the work with the fabric companies to get them to standardize their counts in charm packs, J-rolls, etc. Granted there are things they can't control, like the accuracy of the manufacturer's cuts, but I'd still rather buy here.

If I saw that in a catalog, I'd shy away from it. If it was a fabric I couldn't live without, then I'd call before I placed an order. If it were truly cut that way, I'd probably ask to speak to a "person of authority" and explain why they are false advertising.

At that size, they could be getting 4 cuts from a WOF x 18". Nice mark up if you can get someone to buy it!
