Some are bigger than the standard 5". I was making a 9 patch using Windham and Moda charms. The Windham were way bigger, so it threw off my 9 patch by about 1/4". So, I don't think it is just one manufacturer that has problems. I've gotten half pieces in some precuts. Very frustrating!
It was not the size that was the problem; it was the fact that they were not square. By stretching with the bias I was able to square them up a bit. But it was very frustrating.
