Yes, that is a knee bar, rather than using a foot peddle, you would use your knee.
it is used to lift your presser foot. when you press to the right on it it raises your presser foot and frees up your hands.
On my machine it is to lift the presser foot without needing to use your hands. Not all machines have them. Some people swear by them but I've yet to learn how to use mine!
It depends. On older machines in the cabinets the knee bar was pushed to make the machine go, as it pushed what we now use as the foot pedal. On new, current machine most often the knee bar is a pressure foot lift.

My mom has one on her older machine and it can be used in place of the foot pedal.

the one I had on my old machine was in place of foot control also... and boy once you get used to that and don't have it... can't tell you how many times i smashed my knee on the cabinet wondering why the machine didn't go!
My mother's old Kenmore was used instead of a foot pedal. My Bernina has one I can insert if needed.
I use it a lot when I applique. It makes it easy to lift the presser foot just slightly when the fabric needs to be turned. Other than that, I don't use it.
On my new janome 6600P....the knee lift is for raising the presser foot. Has nothing to do with the foot pedal.
